Manager, Legislative Affairs

With more than 2,400 member companies nationwide, the National Propane Gas Association (NPGA) is the voice of the propane industry, advocating for policies that highlight propane’s role as a clean, abundant, and reliable domestic energy source. From agriculture to transportation, propane powers essential parts of the American economy, and NPGA’s legislative team works to ensure that policymakers understand its value. As Manager of Legislative Affairs, you will play a critical role in shaping NPGA’s federal advocacy efforts and advancing legislative objectives that impact how millions of Americans access energy every day.

Reporting to the Senior Vice President of Legislative Affairs, you will lead efforts to influence federal legislation in key advocacy areas such as energy, transportation, tax, trade, workforce development, and natural resources. From day one, this role offers visibility with NPGA leadership, member companies, and federal policymakers. As you come up to speed, we will look to you to bring forward new ideas that shape and strengthen NPGA’s position on the issues that matter most to our members. Your work will span legislative analysis, stakeholder engagement, and political strategy. This includes tracking legislation, analyzing impacts, drafting materials to support NPGA’s policy positions, and identifying opportunities to move the agenda forward. You’ll work closely with staff and leaders across the association, lead policy development committees, and report on legislative developments to the Board and affiliated state associations. You’ll also support the PropanePAC manager, advising on strategy, assisting with logistics, and helping expand member participation. Externally, you’ll represent NPGA at political events, engage with congressional offices, and build relationships with federal agencies, coalition partners, and industry associations.

 

How You’ll Make an Impact

Your work will help NPGA secure legislative victories on key issues and support the people who count on propane every day—keeping homes warm, fueling farms, and powering small businesses working to meet the unique energy needs of their communities. Success in your first 1–2 years will be demonstrated by:

  • Autonomy and Initiative. Managing your assigned issue areas independently, juggling multiple workstreams, and proposing new policy initiatives that align with NPGA’s strategic goals.
  • Policy Advancement. Advancing NPGA’s legislative priorities by setting realistic goals, identifying strategic opportunities, and delivering measurable progress, even when the path to success is incremental.
  • Relationship Management. Building and maintaining a dependable network of contacts on Capitol Hill, in federal agencies, and among industry partners who can be engaged when needed.
  • Advocacy Communications. Producing clear, accurate, and persuasive written materials that reflect NPGA’s positions and support the association’s credibility with members and policymakers.

 

Work Environment, Salary, and Benefits

  • This Washington, DC-based role requires regular presence at the NPGA office and off-site engagements, including meetings on Capitol Hill and with NPGA members, partners, and policymakers.
  • The budgeted salary range for this position is $110K – $115K with comprehensive benefits, including medical and dental coverage with an FSA option, life and long-term disability insurance, 3 weeks of PTO plus sick and personal leave, 14 paid federal holidays, 401(k) with employer contribution, transit benefits, and cell phone reimbursement.

Responsibilities

  • Maintain and expand bipartisan and bicameral contacts with Members of Congress and congressional legislative staff to achieve positive results on behalf of NPGA member companies.
  • Analyze and influence legislation across various advocacy portfolios, including energy, transportation, tax, trade, workforce development, and natural resources.
  • Expand NPGA member participation and partner with NPGA legislative affairs staff in supporting the PropanePAC. Represent the association at political events in Washington, D.C., and around the country.
  • Cultivate industry and external relationships to support and amplify grassroots efforts, including NPGA member companies, trade associations, and other partner organizations.
  • Oversee internal policy development committees related to federal legislation and renewable fuels.
  • Regularly present legislative updates to the association staff, the Board of Directors, and affiliated state associations.
  • Maintain awareness of regulatory actions impacting the propane industry.
  • Conduct special research, analysis, and writing projects as assigned by the department’s Senior Vice President, the Chief Executive Officer, or the NPGA Board of Directors.
  • Interface with all levels of NPGA staff, as well as NPGA’s Board of Directors and Government Affairs Committee.
  • When directed by the department’s Senior Vice President, Chief Executive Officer, or Board of Directors, perform other assignments and duties as required.

 

Qualifications

  • A bachelor’s degree and at least 3 years of experience on Capitol Hill, or a combination of Hill and lobbying experience in a related government affairs or policy role. Experience working with Political Action Committees (PACs) or in energy and environmental policy is preferred.
  • Solid understanding of the legislative process, with experience in either the House of Representatives or the Senate.
  • Strong written and verbal communication skills, with the ability to translate complex policy issues clearly and persuasively.
  • Proven ability to manage multiple priorities and workstreams in a fast-paced environment.
  • Familiarity with federal policy issues related to energy, transportation, tax, trade, workforce development, or natural resources is a plus.
