As the Grants and Agency Engagement Manager at the National Propane Gas Association (NPGA), you’ll play a key role in expanding access to federal funding that helps communities and industries adopt reliable, efficient, and lower-emission propane energy solutions. Reporting to the General Counsel, VP of Regulatory & Industry Affairs, you’ll oversee NPGA’s $400K internal grant and guide members through federal grant opportunities, from initial application to successful submission.
In this role, you’ll raise awareness of funding opportunities from agencies like the EPA, DOT, DOE, SBA, and others, while providing technical assistance to municipalities, school districts, and other members as they transition to more sustainable propane-powered systems. Your efforts will include leading the Renewable Fuels Committee, representing NPGA at industry events, and serving as a delegate to the Propane Education & Research Council (PERC). With your expertise in federal grants and agency engagement, you’ll strengthen NPGA’s role as a trusted advocate for propane’s role in energy resilience and efficiency.

How You’ll Make an Impact
Your work will support the growth and resilience of the propane industry and enable local entities to adopt cleaner, more cost-effective energy solutions. Key focus areas include:
- Federal Grant Facilitation. Research and identify federal grant opportunities from agencies including the EPA, DOT, DOE, PHMSA, and others. Communicate opportunities to eligible applicants (e.g., municipalities, school districts), offering guidance from initial contact through application submission. Develop toolkits, conduct workshops, and lead webinars to ensure successful grant submissions.
- Internal Grant Management. Oversee NPGA’s $400K PHMSA grant, which involves vetting and allocating funds to subrecipient state associations, ensuring compliance and supporting documentation, and coordinating hazmat training.
- Stakeholder Engagement, Advocacy Support, and Regulatory Monitoring. Represent NPGA at state meetings and conferences, serve as a delegate to the Propane Education & Research Council (PERC), lead the Renewable Fuels Committee, and act as a staff liaison for additional committees. Review data on emissions, energy efficiency, and federal reports to identify, analyze, and summarize relevant information for colleagues and NPGA members.
Work Environment, Salary, and Benefits
- You’ll enjoy a hybrid schedule with 2 days weekly in our Washington, DC office (Wednesdays + 1 flex day). You’ll travel outside of the DC area 6-8 times per year to attend NPGA Board meetings and stakeholder meetings as needed.

Responsibilities
- Review the daily publication of the Federal Register to identify federal actions that potentially impact the propane industry. Prepare a summary for review by the Vice President, Regulatory & Industry Affairs to determine if additional action is necessary.
- Develop an in-depth understanding of federal agency grant activity (e.g., DOE, EPA, DOT, SBA, etc.) to determine funding opportunities available to the propane industry and methods to apply.
- Manage and administer funding received and develop best practices to increase funding for the propane industry.
- Participate in relevant agency public meetings and hazardous material industry coalition meetings.
- Review and update regulatory compliance guides and materials published by the Propane Education and Research Council (PERC).
- Participate in spring and fall meetings of the PERC Advisory Council.
- Develop a working knowledge of relevant industry codes and standards.
- Conduct special research, analysis, and writing projects as needed or assigned by senior staff leadership.
- Effectively interface with all levels of NPGA staff as well as NPGA Board of Directors, Government Affairs Committee, Producers & Wholesalers Section of NPGA Membership, PERC Advisory on Industry Engagement, Propane Supply and Logistics Committee, and Renewable Fuels Committee.
Qualifications
- A bachelor’s degree with a focus in engineering, energy, technical, and/or political science.
- 3+ years of experience in federal grant management and administration within an association, nonprofit, or government environment, ideally with experience related to energy sectors (DOE, DOT, EPA, DHS, etc.).
- Demonstrated experience in providing technical assistance, developing toolkits, engaging stakeholders, and facilitating committee meetings.
